The Hawaii Board of Nursing
Nursing practice in Hawaii is regulated by the Hawaii Board of Nursing, at cca.hawaii.gov/pvl/boards/nursing. The Board issues and renews RN, LPN/LVN and APRN licences, defines what each of those licences allows you to do, sets the renewal cycle and continuing education requirement, and investigates complaints.
Fees, forms and processing times change most years, and only the Board publishes the current ones — treat the figures in any guide, including this one, as orientation and confirm the specifics on the Board's own site before you send money or resign a job.
Compact status: Not a compact state
Hawaii is not a Nurse Licensure Compact state, so practising here requires a Hawaii licence specifically. A multistate licence issued by a compact state does not grant practice privileges in Hawaii, no matter how many states it covers.
In practice this means planning ahead. Nurses moving to Hawaii, and travel nurses taking an assignment here, must apply for licensure by endorsement and wait for it to be issued before the first shift. Agencies will often expedite the application and cover the fee, but they cannot shorten the Board's own processing time.
Getting licensed in Hawaii
There are two routes, and which one applies depends on whether you already hold a licence somewhere.
By examination — the new-graduate route. You register with the Board, apply to NCSBN for the NCLEX, receive an Authorization to Test, and sit the exam. Your school sends the transcript directly. Most candidates test within a couple of months of graduating; the Board issues the licence once a passing result and the background check are both in.
By endorsement — for nurses already licensed in another state. The Board verifies your existing licence, usually electronically through Nursys, and issues a Hawaii licence without a repeat NCLEX. Expect an application fee, fingerprinting and a criminal background check, and four to eight weeks of processing. Because Hawaii is outside the compact, travel assignments here need a Hawaii licence in hand before you start — build the processing time into any contract start date you agree to.

Renewal and continuing education
Hawaii RN licences renew on a fixed cycle — most states run two years — and renewal is your responsibility, not your employer's. Lapsed licences are a common and entirely avoidable problem: practising on one, even briefly and unknowingly, is a disciplinary matter in every state. Set a calendar reminder ninety days out rather than relying on the Board's notice, which goes to whatever address it has on file.

Advanced practice in Hawaii
Advanced practice scope in Hawaii — whether an NP may practise and prescribe independently or must hold a collaborative or supervisory agreement with a physician — is set by the Board and changes by legislative session. Verify current status with the Board before accepting an APRN role, because the answer materially changes what the job is.

Staffing ratios: Hawaii has no statutory nurse-to-patient ratio law. Staffing is governed by hospital policy and, where one exists, the collective bargaining agreement — so safe-staffing concerns are raised through the facility's chain of command and its staffing committee rather than through a state standard.

Board discipline is public record and follows you across state lines — compact or not, other boards see it through Nursys. The complaints that most often reach a board are documentation failures, medication errors compounded by a late or absent incident report, scope-of-practice breaches, and anything involving diversion.
Two practical points. Your employer's counsel represents your employer, not you, and their interests diverge the moment a board complaint is filed — which is the argument for carrying your own malpractice policy with licence-defence coverage. And if you are contacted by a board investigator, you are entitled to representation before you answer.
